Guide school boards through the statutory process to select an architect, including preparing appropriate board resolutions, notices, advertisements and requests for proposals.

Negotiate a fair and reasonable fee for architectural services and preparation of a final form of the agreement to be executed by the school board and the architect.

Prepare all necessary resolutions for approval by the school board at each stage of the project design process.

Prepare construction contract documents, including advertisement for bids, instructions for bidders, forms of surety bonds and personal property tax affidavit required by statute, forms of proposals, construction contracts, general forms of proposal, general conditions and special or supplementary general conditions.

Work with the architect to answer any legal questions regarding the bids and performance bonds submitted or determination of the lowest responsible bidders for each bid package, participate in any discussions about bidder responsiveness or responsibility, prepare the appropriate resolution(s) awarding construction contracts for the bid packages, and assist in the preparation of the construction contracts.

Address legal questions that arise during the construction phase of the project, including issues related to bid disputes, construction claims, and change orders.

Work with the school board to resolve any issues before formal dispute resolution or litigation proceedings are necessary.

Handle dispute resolution through mediation, litigation, or arbitration.
